PB&A supports the US AF Civil Engineer Center to manage and oversee Contractors performing their work globally. Services include design, construction, operations and maintenance pre-award support/post-Award support, plans, specifications and estimates reviews, permit applications, litigation support, project tracking, QA/QC documentation, conference/meeting support, master schedule support, cost and scheduling support, training support, and acquisition/execution support.

Contract Number W9128F-09-D-0051 US Army Corps of Engineers — Omaha District. PB&A supports the Corps of Engineers to construct and maintain military facilities.

Services include engineering design, construction, operations and maintenance. Specifically, design and construction of buildings; structural, mechanical, electrical, architectural, geotechnical, geological, civil, environmental, cost engineering, constructability reviews; operations and maintenance-preparation of O&M Manuals and training for facility personnel, survey, removal, transportation and disposal of asbestos and lead-containing materials; schedules; cost estimating; permitting; participation in public meetings; environmental assessments, environmental baseline surveys, and information management. Survey and Mapping, Geographic Information System (GIS) remote sensing; boring for soil sampling, testing and geotechnical analysis; participation in community education, public involvement, or public affairs activities.

Project Examples

Design and Construction

Air Force Housing Project — Daily oversight of over 1700 military family houses which housed 64 Generals. Provided engineering and construction support to construct $100M of Air Force Military Construction. Additionally, full partner in selecting, designing and providing oversight of Air Force Base Housing Privatization ($700M) deals. Acted as the Air Force oversight of the long term finances for multiple Air Force Bases.

Air Force Base Entomology Shop Expansion — two building additions, two new garage structures, structural, mechanical, electrical, civil, architectural. Single story, slab on grade, high ceiling, pole beam, CMU block and wood frame construction. Installation of all mechanical and electrical systems. Removed lead based paint and contaminated soil from the site. Designed and constructed a secondary containment system for fire-fighting runoff, concrete floor surface coatings, a mechanical hard stand system with a sump pump, controls, electrical and plumbing.

Houston, Texas — O&M, batch testing, process design, startup and operations of commercial energy facility.

Central Heat Plant — O&M of the Central Heat Plant at an AF installation.

Real Property Program Support — for facilities and infrastructure systems for an Air Force Base. Trained new staff and reviewed all real property elements for compliance with regulations and implemented program corrective actions.

Honduras, Central America — Prepared concept plans for evaluation and decision making, prepared detailed design plans, specifications and estimates for ten projects in various locations in Central America. Projects included building design and construction, earthwork, water supply, wastewater treatment, site work, pavement design, MEP, and construction oversight.

Damaged Landfill Repair — Deforested 60 acres of property, prepared detailed plans, specifications, and estimates for landfill cover, grading and drainage. On site we placed 800,000 CY of soil, a large diameter storm water system, and demolished large 2 story steel frame building. We gained all permits for the project.
